We are an independent research and editorial team focused on one thing: explaining Kentucky gambling law and safe play in plain American English. We track what is legal, what is not, and what sits in a gray zone, so players in Bowling Green, Louisville, Owensboro, Florence, Covington, and Lexington can make informed decisions.
Who we are in one line
We are a Kentucky-focused gambling information publisher, not a casino, sportsbook, or gambling operator. We do not take wagers, hold deposits, or run games. We document the law and point readers toward licensed, age-gated, 21+ options.
Who We Are
Our editors follow Kentucky gaming policy the way a beat reporter follows a courthouse. We read bills on legislature.ky.gov, track Kentucky Horse Racing and Gaming Corporation (KHRGC) actions, and watch enforcement moves by the Kentucky Horse Racing and Gaming Corporation.
We are based around Kentucky players and the questions they actually ask. Is a given site legal here? Which county allows online sports betting? Where can someone 21 or older play safely? Those questions drive every page we publish.
We are not affiliated with any operator, tribe, or state agency. That independence lets us call risky products risky.
Our Mission: Legal Clarity and Safe Play for Kentucky 21+
Kentucky gambling law is uneven. Some products are legal and well regulated. Others were recently shut down. A few have never been tested in court. Our mission is to map that terrain honestly.
We write for adults 21 and older, the minimum legal gambling age in Kentucky. We pair every legal explainer with responsible-gambling guidance, because clarity without safety is only half the job.
What is and is not legal in Kentucky
Real-money online casinos are not legal in Kentucky. SB 885 stalled in committee in 2026, and no state-regulated online casino exists. See our explainer on whether online casinos are legal in Kentucky for the current status.
Where Kentucky stands today
Online and retail sports betting is legal in 55 of Kentucky's 64 counties, with online wagering live since January 2022. Nine counties opted out, and operators use geolocation to enforce county boundaries.
Retail casino gambling is robust. Caesars Bowling Green is the state's only land-based casino, rebranded from Harrah's in May 2024. Around 15 racetrack casinos, four racinos, and four tribal casinos operate statewide, including the Coushatta property near Kinder and the Chitimacha venue in Charenton, run under IGRA compacts. See our roundup of casinos near Kentucky.
Sweepstakes casinos: deemed illegal here
On July 2, 2025, Kentucky Attorney General Liz Murrill issued an opinion finding that dual-currency sweepstakes casinos (Gold Coins plus redeemable Sweeps Coins) are illegal gambling under KRS 528.020. In June 2025, the KHRGC sent more than 40 cease-and-desist letters, and major brands exited the state.
To be precise, sweepstakes casinos are not real-money online casinos. Their model lets users redeem eligible Sweeps Coins for cash prizes only where permitted, which differs from licensed real-money gambling. In Kentucky, the AG has deemed that dual-currency model illegal. As a result, the major dual-currency sweepstakes operators are not available to Kentucky players, and several pulled their Kentucky Sweeps Coins redemption entirely rather than risk enforcement. We track this on our Kentucky sweepstakes casinos page.
| Brand | Type | Kentucky status |
|---|---|---|
| Dual-currency sweepstakes casinos | Sweepstakes | Not available |
| Sweeps-coin slots apps | Sweepstakes | Not available |
| Social poker (sweeps redemption) | Sweepstakes | Not available |
| Gold-coin-plus-sweeps casinos | Sweepstakes | Not available |
| Pure social casinos (no redemption) | Social | Appears permitted |
Pure social casinos that use Gold Coins only, with no cash or prize redemption, appear to be permitted under KRS 528.020. That reading comes from legal commentators, not an explicit state ruling, so we mark it as unsettled. Read our take on Kentucky social casinos before assuming anything.
How We Work
We start with primary sources. Statutes come from legislature.ky.gov, regulatory actions from the KHRGC, and enforcement updates from the Kentucky Horse Racing and Gaming Corporation. We name those sources whenever we make a legal claim.
When a fact cannot be confirmed against an official source, we flag it with a marker rather than guess. We would rather show our uncertainty than publish a confident error.
We review pages on a set schedule and after any major legal change, such as a new AG opinion or a bill advancing through committee. Each page carries a clear last-updated date.
What you can expect from us
- Plain-language legal status, county by county
- Named official sources for every legal claim
- Honest labels on risky or unsettled products
- Responsible-gambling guidance on every page
What we will not do
- Call offshore casinos legal or safe
- Label sweepstakes sites as real-money casinos
- Promote brands that are not available in Kentucky
- Bury or overstate the law to push a product
About offshore sites: we do not present unregulated offshore casinos as legal or safe. They operate outside Kentucky oversight, offer no state consumer protection, and we do not recommend them.
We Are Not a Gambling Operator
We do not run games, accept bets, process deposits, or pay out winnings. We are an information resource. Any links we provide go to operators or guides, and we keep calls to action honest. We never post a misleading "Play Now" button for a brand that is not available in Kentucky.
If you are comparing legal options, our coverage of kentucky online casinos, Kentucky casino apps, and Kentucky online slots explains what each product actually is under current law.
Play safely, and only if you are 21 or older
